The regulator of the needs and relations between the districts was the German Transfer Office (Transferstelle), its headquarters equipped and paid for by JC Jewish Council] at Królewska Street 23. Applications to the German authorities were to be submitted via the JC to the Transfer Office, whose opinion was tantamount to a decision. Nothing could be brought into the ghetto or taken out of it or receive a pass without the Office. Purchases needed by workshops or Jewish industry still in existence in the ghetto could only be made on the Polish side through the Supply Section, which handled the necessary transfer formalities, charging commissions for itself, as well as handling fees to the Transferstelle.
